In a mixing bowl, combine the all-purpose flour and warm water. Stir until a rough dough forms, then knead for 8-10 minutes until smooth. Cover the dough with a damp cloth and rest for 10 minutes.

MAKE THE FILLING
In a separate bowl, mix ground pork, chopped shrimp, soy sauce, sesame oil, minced ginger, garlic, green onions, salt, white pepper, shredded cabbage and cornstarch. Stir until fully combined.
